Sico Inc. has made an offer to acquire a "significant portion" of the assets of Napier Environmental Technologies, Inc., a Vancouver-based maker of water-based strippers and surface prep products, including RemovAll and BioWash.

Sico's offer covers Napier's customer list, product formulations, intellectual property rights and certain equipment.

Founded in 1990, Napier filed notice of intention to make a proposal to its creditors under the Bankruptcy and Insolvency Act (Canada) in November, 2004.
