Many additives are needed only in very small volumes and often generate only marginal profits for manufacturers. “Unless the chemical manufacturer conducts the necessary tests for a certain use, the downstream user has to do it, and this may place an enormous burden on financial, human and R&D resources of companies,” Dr. Matthias added.
