The composition is comprised of greater than 55% by weight of primary amine-terminated urethane oligomers free of—NCON—R1—NOCN—linkages between isocyanate groups, where R1 is a hydrocarbon moiety and free of crosslinking between a terminal amine and an isocyanate linkage. The composition is substantially free of ketones and is comprised of less than 10% by mole equivalent or carboxylate groups of volatile organic acids relative to amine groups of said primary amine terminated urethane oligomer.
